Changes to the service

On 1st April 2025, Change Grow Live becomes the new provider of treatment and recovery services across Liverpool, taking over from WithYou and Mersey Care. They will directly manage the supply of needle and syringe programme (NSP) equipment and the associated clinical waste contracts for community pharmacies that provide needle exchange services. They will continue using the current provider of NSP consumables (Orion) to ensure no disruption to services while we negotiate a new contract. A new clinical waste contract is already being arranged, and they have the frequency and quantity of waste collections to inform the new provider. All costs associated with equipment and clinical waste will be met by CGL from this date.

Needle Exchange provision in Liverpool will:

  • Improve access to needle exchange and drug treatment
  • Promote healthcare campaigns focusing on those individuals most at risk
  • Work with pharmacies to encourage BBV vaccination, primary health checks and proactive referral into treatment

All other current pharmacy service level agreements will be held by Liverpool City Council until March 31st 2026, at which point Change Grow Live will take over. They will work with the LPC prior to March 31st 2026, to agree new contracts and payments to pharmacies for supervised consumption and other relevant support services. Training and accreditation will also be included in the contracts.

Changes to prescriptions

They are working with the current providers to ensure that there is no interruption to prescriptions during the transfer, particularly over the Easter Bank Holiday as they prepare the first batch of Change Grow Live prescriptions. They will be changing the way you will receive prescriptions in April, as they will send batches of prescriptions by courier straight to your pharmacy in good time before the previous prescriptions are due to end.
